This page is for Turkish citizens living in Russia or Ukraine who wish to vote in elections in Türkiye. To be able to vote, you must first notify the representative office of your address abroad; the overseas voter register is created from these address records. Below, you will find how to declare your address, how to check your voter registration, and where to cast your vote.

Why is an address declaration necessary?

  • You must report your change of address within 20 business days (Article 50 of Law No. 5490 on Population Services).
  • Abroad, the notification is made to a Turkish representative office. The notification can be made in person or with a secure electronic signature.
  • The overseas voter register is created from overseas records in the address registration system of the Directorate General of Population and Citizenship Affairs. A person without an address registration is not entered in the register.
  • The Ministry of Foreign Affairs also recommends that you visit the representative office and declare your address after settling abroad.
  • A representative office abroad imposes an administrative fine on anyone who fails to report within the prescribed period or makes a false declaration. If you pay in advance, you pay three-fourths of the fine.

How is an address declaration made?

  1. Make an appointment for an "Address Declaration Application" at the representative office to which you are affiliated through konsolosluk.gov.tr.
  2. Go there with the original and a photocopy of your Turkish identity card or an equivalent identity document (identity card, passport, or driver's license).
  3. Complete and sign the "Address Declaration Form" at the representative office. The representative office enters your address into the system.
  4. If you live very far from the representative office: In large countries such as Russia, complete and sign the "Address Declaration Form (B)"; send it to the representative office together with a photocopy of your identity document by registered mail with return receipt or courier.
  5. Adult family members living at the same address may make declarations on behalf of one another. A declaration can also be made with a power of attorney.
  6. A parent or guardian reports the addresses of children.
  7. It is not possible to declare an address abroad through e-Government.
  8. When you come to Türkiye, you can visit a population directorate with your passport and complete the overseas address declaration form. In this case, your entry and exit records for the country you declared will be checked.
  9. During election periods, representative offices may also open on weekends for address declarations. For example, the Odesa Consulate General remained open on weekends before the 2023 elections and accepted applications without appointments.

Overseas voter register: registration and checking

  • Those not entered in the register:
    • those not included in the address registration system (unless they complete an address declaration form during the posting period)
    • privates and noncommissioned soldiers under arms, and military students
    • those restricted by a court decision
    • those who have lost Turkish citizenship
  • Check your registration:
    • Through the YSK's "Voter Inquiry" service
    • Through the YSK's "Voter Inquiry" mobile application. The application shows whether you are registered in the overseas voter register and at which representative office you are registered.
    • YSK Call Center: +90 444 9 975 (from some countries, it is dialed with the +90 312 area code)
  • Outside election periods, to correct your registration or change your location, apply to the nearest representative office and complete the overseas address declaration form.
  • Before an election, the YSK announces an election calendar and a posting period. Those whose names are not in the register apply to the representative office during this period.

Do not rely on the mail: The YSK states that applications made by mail for registration or changes in the overseas voter register are not taken into consideration. Applying in person to the representative office as the election approaches is the safest option.
