This page is for Turkish citizens and their relatives whose visa or residence permit in Russia has expired, been cancelled, or who have been ordered to leave the country. A foreign national who no longer has a legal basis to stay in Russia is entered in the "controlled persons" register (реестр контролируемых лиц) and is subject to the expulsion regime (режим высылки). Below, you will find information on when a person is entered in the register, the obligations and prohibitions applicable to registered persons, how to check the register, and how to be removed from it.
What is the register and when does it apply?
- The register and the expulsion regime were introduced by Federal Law No. 260-FZ dated August 8, 2024. Under the transitional provision of the law, situations that arose before February 5, 2025 were also entered in the register by May 5, 2025.
- The register is a record of foreign nationals who are in Russia and do not have a legal basis for staying.
- The regime begins on the day your information is entered in the register and ends on the day you are removed from it.
- The register contains identity and passport details, address, tax identification number (ИНН), social security number (СНИЛС), employer or school information, and the reason for entry in the register.
When are you entered in the register?
- The day after your permitted stay, РВП, or ВНЖ expires
- On the day your visa, РВП, or ВНЖ is cancelled
- On the day a decision is made to shorten your permitted stay, deport you (депортация), declare your stay undesirable (нежелательность пребывания), prohibit your entry, or restrict your departure from the country
- On the day you are fined with administrative expulsion (административное выдворение)
- On the day the Russian court’s conviction reaches the Ministry of Internal Affairs
- On the day an illegal border crossing is detected
- When an application for refugee status or temporary asylum is rejected, or when that status is lost
- When you exceed 72 hours as a cruise ship or ferry passenger
- When Russian citizenship ends and there is no legal basis for staying
- When you are returned to Russia under a readmission agreement and have no legal basis for staying
- From January 1, 2027: on the day a decision shortening your permitted stay following an income check enters into force (the decision enters into force 15 calendar days after it is issued; see R3.3)
Obligations of a person in the register
- Go to the Ministry of Internal Affairs within the period specified in the summons (предписание о явке)
- Comply with the prohibitions specified by law and decisions of the Ministry of Internal Affairs
- Submit the following notifications to the Ministry of Internal Affairs in person or through Gosuslugi:
- your location: according to Gosuslugi, your residential address every 7 calendar days starting from the day you are entered in the register. If you cannot go in person, you may submit a notification with a photograph showing the location.
- a circumstance preventing your departure: no later than 3 calendar days after the circumstance arises
- unauthorized change of location: if you were forced to move without permission from the Ministry of Internal Affairs due to force majeure, no later than 3 calendar days
- your planned departure: the date, border crossing, and route, no later than 2 business days before departure
- If you are leaving the country on your own, your route is agreed with the Ministry of Internal Affairs unit at the place where you are staying. The route may also be monitored through remote monitoring devices.
Prohibitions applicable to a person in the register
- Changing your address or leaving the boundaries of your region or municipality without permission from the Ministry of Internal Affairs, except for leaving Russia
- Getting married
- Opening a bank account or carrying out banking transactions. Exceptions:
- mandatory payments such as state duties, taxes, and fines
- transfers received in your account
- withdrawing no more than 30,000 rubles in cash per month
- Establishing a company or individual enterprise (ИП)
- Purchasing real estate, vehicles, or industrial machinery; registering real estate with the land registry or vehicles with the traffic authorities
- Driving a vehicle, taking a driving licence examination, or obtaining or replacing a driving licence
- According to Gosuslugi, children who are illegally present in Russia are not admitted to schools or kindergartens.
If you fail to comply with your obligations
- If you fail to fulfil one of your obligations two or more times, a decision may be made to deport you (депортация) and place you in a special facility.
- The Ministry of Internal Affairs may hold you in a special facility for up to 48 hours. A court decision is required for a longer period.
- A person who avoids their obligations or departure may be detained by the police.
- If your whereabouts are unknown, the Ministry of Internal Affairs will take additional measures to locate you.
- A foreign national who is deported is subject to a five-year entry ban (see R2.5).
Your rights
- You may request in writing from the Ministry of Internal Affairs the reason for your entry in the register.
- You may view the decisions issued against you.
- You may appeal decisions and actions to a higher authority, a superior official, or a court.
- Only the Ministry of Internal Affairs can correct information in the register. According to Gosuslugi, changes made in the register appear on Gosuslugi within 24 hours and are also transmitted to banks.
- If you do not speak Russian, you may request an interpreter during administrative proceedings and receive assistance from a lawyer (see R10.2).
How can you find out whether you are in the register?
- Whether your name appears in the register is published free of charge on the official website of the institution that maintains the register.
- Under the law, you are deemed to have learned that you were entered in the register on the day your information is published on this website. Do not wait for a separate notification to arrive.
- Ways to check:
- the register-checking service on Gosuslugi (login is required)
- the ruID application
- the website of the Russian Ministry of Internal Affairs
- To conduct the search, you need your date of birth and your passport series, number, and date of issue.
If you are in the register despite having a legal basis for staying: Gosuslugi recommends first checking whether the information is updated within 24 hours. If it does not change, file a complaint or go in person to the Ministry of Internal Affairs unit at the place where you are registered. An appointment with the Ministry of Internal Affairs made through Gosuslugi cannot be postponed or cancelled; a new appointment can be made after the date of the previous appointment has passed.
How can you be removed from the register?
- Your information is removed from the register in the following cases:
- when you leave Russia
- when you again obtain a legal basis for staying (for example, when you obtain a new permit)
- when the decision that led to your entry in the register is cancelled
- when a court finds that decision unlawful
- In 2025, a one-time adjustment period was provided: foreign nationals without a legal basis could apply to the Ministry of Internal Affairs by September 10, 2025 to correct their status. This period has expired.
For those who employ you, provide you with housing, or provide services to you
- Gosuslugi requires the register to be checked before employing a foreign national or providing services to them.
- Providing a prohibited service to a foreign national in the register, or providing housing or a vehicle to a foreign national who violates the rules of stay, is an administrative offence:
- individuals: 2,000–5,000 rubles (4,000–7,000 rubles from November 3, 2026)
- officials: 35,000–50,000 rubles
- companies: 400,000–500,000 rubles
- Therefore, while you are in the register, renting housing, finding work, and carrying out banking transactions become practically much more difficult.

Common mistakes
- Staying beyond the expiry of your visa because you think "a few days will not matter." Registration in the register begins on the day after the expiry date.
- Not knowing that you have been entered in the register because no notification arrived. The publication date counts as notification.
- Missing the weekly location notification. Two violations are sufficient for a deportation and special-facility placement decision.
- Leaving without notifying the Ministry of Internal Affairs of your departure date and route.
- Going to another city without permission while in the register.
- Ignoring an incorrect entry in the register despite having a legal basis. This will also stop your banking transactions.
Frequently asked questions
- My visa expired yesterday and I am flying today. Have I been entered in the register? Under the law, you are entered in the register on the day after your permitted stay expires. Your information is deleted when you leave the country. For penalties for overstaying, see R2.5.
- I have been entered in the register. Will I be deported immediately? Entry in the register alone is not a deportation decision. You may leave the country yourself or obtain a legal basis for staying. If you violate your obligations twice, a deportation decision will be issued. In addition, failing to leave the country after your permitted stay expires is a separate administrative offence; in that case, deportation is also imposed together with a fine (see R2.5).
- Can I get married while I am in the register? No. A person in the register is prohibited from marrying.
- What happens to the money in my bank account? Money may be transferred to your account. You may make mandatory payments and withdraw no more than 30,000 rubles in cash per month. Other banking transactions cannot be carried out.
- I was entered in the register by mistake. What should I do? First wait 24 hours and check Gosuslugi again. If the information has not changed, file a complaint or go in person to a Ministry of Internal Affairs unit. Consult a lawyer if necessary.
