This page is for Turkish citizens living or working in Russia who want to carry out government procedures online. Gosuslugi (Госуслуги, Единый портал государственных и муниципальных услуг) is Russia's government services portal; it is similar to Türkiye's e-Devlet. Foreigners can also open an account; many procedures, such as migration registration, visa extension, appointments with the Interior Ministry, and obtaining a tax number, are carried out here. Below, you will find how to open and verify an account, which services are available to foreigners, and the support hotline.
Opening an account: the ruID app or Gosuslugi website
- Download the ruID app. The app is available on the App Store, Google Play, RuStore, and AppGallery.
- Select the language and tap “Sign up” (Зарегистрироваться).
- Enter your social security number (СНИЛС) if you have one. If you do not have one, it will be created automatically after you enter Russia.
- Enter your personal information and the details of the passport you will use when crossing the border. Enter the information exactly as it appears in the passport. Fill in all fields in one language: either only English or only Russian.
- Enter your email address and set a password and an app login code.
- Confirm the registration using the link sent to your email and log in to the app.
- A Russian phone number is not required to register with ruID.
- Registration is free.
- If an account has previously been opened with the same email address or СНИЛС, the app will warn you.
- You can also open an account from the registration page of the Gosuslugi website.
- Turkish is not available in the ruID app. The app can be used in Russian, English, Arabic, Armenian, Spanish, Kazakh, Kyrgyz, Chinese, Korean, Portuguese, Tajik, Uzbek, and French.
Account types and account verification
- After registration, you have a simplified account (упрощённая учётная запись). If you entered your СНИЛС number, you have a standard account (стандартная учётная запись).
- With these accounts, you can access your personal account, view notifications, and complete some applications.
- To use all services, you need to verify your account (подтверждённая учётная запись). There are two ways:
- in person at a service center: your passport, a notarized Russian translation of the passport, and a personal email address you can access
- online through a Russian bank: you must have an account at a Russian bank and a Russian phone number. You must have provided your passport to the bank as an identity document, and the information must not have changed.
- СНИЛС is required for verification.
- For verification through a bank, the passport series and number at the bank and the information in the document linked to СНИЛС must be written in the same format. If they do not match, go to a service center.
- Some of the banks on Gosuslugi’s list are: Sberbank, VTB, T-Bank, Promsvyazbank, Alfa-Bank, and Gazprombank.
СНИЛС, digital profile, and QR code
- СНИЛС (social security number): if you do not have one, your information is sent to the Russian Social Fund (СФР) after you cross the border. The number appears in your personal Gosuslugi account and in ruID within 5 days. СНИЛС is mandatory for employment.
- Digital profile of a foreigner (цифровой профиль иностранца): this is a collection of information about you. For someone entering with a visa, the profile is created based on the visa.
- QR code: it is created automatically in ruID after you cross the border and verify your account. When necessary in Russia, for example when dealing with the police, you can show it together with your passport. The QR code contains your identity and travel information.
- The QR code is not requested when crossing the border.
Main services for foreigners
- Migration registration: registration by the receiving party and notification of departure; in some cases, self-registration (see R2.1). The fee is 500 rubles and is paid online.
- Registration at the place of residence: for holders of РВП or ВНЖ (see R4.1 and R4.2)
- Visas: extension and reissuance of work and study visas; a work visa for a highly qualified specialist (ВКС) who entered with a work visa; transit visas (see R2.2)
- Invitations: the person or organization inviting you submits the visa invitation application (see R1.4). The validity of the invitation can also be checked.
- Interior Ministry appointment: you select the migration unit, date, and time.
- Tax number (ИНН): checking whether you have one and submitting an application (see R9.2)
- Register of persons under supervision: checking the register; mandatory notifications for persons listed in the register (see R2.4)
- Entry restriction check: a link to the Interior Ministry’s checking service (see R2.5)
- Is the РВП ready: checking whether your temporary residence permit is ready
- For employers: applications for and extensions of work permits for highly qualified specialists, and salary notifications for ВКС. The company’s qualified electronic signature (УКЭП) is required for these applications (see R3.2).
- Starting February 1, 2027, applications to extend the period of stay will also be available through Gosuslugi.
What you cannot do on Gosuslugi
- For visa procedures not included in the list, you must apply in person to an Interior Ministry unit or a representative office of the Russian Foreign Ministry.
- You may still need to visit a service center or the Interior Ministry in person for documents whose originals must be presented. For example, after applying for a ВКС work permit, you must visit the Interior Ministry with the original documents upon invitation; only the specialist themselves can collect the permit.
- If there is an error in the detachable part of the migration registration form, you must visit an Interior Ministry unit in person to correct it.
- Procedures related to Türkiye (passport, civil registry, notary services) are not carried out on Gosuslugi. Use the diplomatic missions of the Republic of Türkiye and konsolosluk.gov.tr for these services (see O1.1 and O1.2).

Common mistakes
- Mixing Latin and Cyrillic letters in the registration form. Gosuslugi requires all fields to be completed in one language.
- Being unable to complete verification because the passport information on Gosuslugi is written differently from the information at the bank.
- Going to a service center without bringing a notarized Russian translation of the passport for account verification.
- Failing to update the passport information on Gosuslugi after receiving a new passport.
- Sharing your password and login code with an intermediary. Transactions may be carried out on your behalf through your account.
- Paying for “fast registration” services on websites that do not belong to Gosuslugi.
Frequently asked questions
- Is it mandatory to open a Gosuslugi account? It is not legally mandatory. However, it makes procedures such as migration registration, visa extension, and appointments easier. If you are listed in the register of persons under supervision, you can also submit mandatory notifications through Gosuslugi.
- I do not have a Russian phone number. Can I open an account? Yes. A Russian number is not required to register with ruID. Verification through a bank requires a Russian number and a Russian bank account.
- I do not have a СНИЛС number. What should I do? After you enter Russia, the number will be created automatically and will appear in your account within 5 days.
- Do I need to submit an entry application in ruID? No. An entry application is for foreigners arriving without a visa. The digital profile of a Turkish citizen arriving with a visa is created based on their visa (see R1.6).
- In which language should I complete applications? For applications such as migration registration, enter the information in Russian. Only the first and last names may be written in both Latin and Cyrillic letters. The fee notice will arrive in your personal account after the application and can be paid online.
