Places in Russia that foreigners can enter with special permission
- Foreigners may move freely within Russia. However, regions, institutions, and facilities requiring special permission (специальное разрешение) under federal laws are excluded from this rule. This rule also applies to those arriving with an e-visa.
- According to the list of the Government of Russia, places requiring special permission (Resolution No. 754, 2002):
- closed administrative-territorial formations (ЗАТО)
- areas where visits by foreigners are subject to regulation
- areas where a state of emergency or martial law has been declared
- areas subject to a special stay regime due to the danger of infectious diseases
- closed military settlements
- areas and facilities where the legal regime of a counter-terrorism operation (контртеррористическая операция) has been declared
- ecological disaster areas
- border zone (пограничная зона)
- facilities and institutions of the Armed Forces of Russia and other military units
- facilities containing institutions engaged in work related to state secrets
- other places that Russian citizens may also enter only with special permission
- Examples of areas where visits are subject to regulation (Resolution No. 470, 1992; latest amendment October 7, 2026): some parts of the Kamchatka Peninsula, the city of Komsomolsk-on-Amur in Khabarovsk Krai, part of the coastline in Primorye Krai, and the coastline of the Kola Peninsula in Murmansk Oblast.
- If the destination in an invitation application requires special permission and permission is not granted, the invitation will be rejected (see R1.4).
The Ukrainian border, Crimea, and conflict zones
- The war between Ukraine and Russia is ongoing. For the Ministry of Foreign Affairs of the Republic of Türkiye's advisories concerning Ukraine, see U0.1.
- Entry into areas in Russia where martial law or a counter-terrorism operation regime has been declared is subject to special permission according to the list above. The border zone is also among the places requiring special permission.
- If you will also travel to Ukraine: According to the State Border Guard Service of Ukraine (ДПСУ), foreigners who visit areas defined by Ukraine as "temporarily occupied territories" (тимчасово окуповані території), such as Crimea, through crossing points not authorized by Ukraine may be prohibited from entering Ukraine (see U1.4).
- The rules concerning these areas differ in the legislation of the two countries. If your travel plan includes one of these areas, consult the Consular Call Center of the Ministry of Foreign Affairs of the Republic of Türkiye first.
Do not enter without permission: Unauthorized entry into an area requiring special permission may result in a fine, deportation, and an entry ban in Russia (see R2.5). Ask your inviter and the local Interior Ministry office whether the place you will visit requires special permission.
What can and cannot Turkish diplomatic missions do for you?
- What they can do:
- issue a temporary passport for your return to Türkiye if you lose your passport
- meet with you and inform your relatives if you are detained or arrested, upon your request
- assist you in communicating with local authorities; provide information about lawyers, hospitals, doctors, and sworn translators
- help your relatives send you money if you are in difficulty
- take the necessary measures to evacuate citizens from the country in situations such as war or natural disasters
- What they cannot do:
- ensure your entry into the country if you do not have a visa or valid passport
- interfere with the entry, immigration, or residence decisions of a foreign country
- hire a lawyer on your behalf and follow your case or intervene in judicial proceedings
- pay your debts, find you a job, or accompany you when opening a bank account or obtaining a telephone line
Common mistakes
- Checking the advisory list only once, weeks before the trip. Advisories may change quickly.
- Assuming that an e-visa covers entry everywhere. Places requiring special permission cannot be visited without permission even with an e-visa.
- Going without permission to the border zone or closed areas for a "tourist trip".
- Not knowing the consequences in Ukraine of visiting Crimea through Russia when also traveling to Ukraine.
- Not saving the numbers of Turkish diplomatic missions and the Consular Call Center in your phone.
- Not using the Overseas Emergency Notification in e-Government in an emergency.
