Russia's Federal Tax Service (FNS) is testing a scoring model to identify concealed income among self-employed people before putting it into operation.
According to Vladimir Maltsev, head of the FNS Operational Control Department, the system will assess risks linked to the unlawful cancellation of receipts in the "My Tax" app used by self-employed people. The model will examine indicators such as the systematic cancellation of receipts within a specific period.
Partner cancellations will also be monitored
Risk indicators will also include the cancellation of a receipt by the self-employed person's business partner. The partner may be a bank or a digital platform.

The FNS said it continuously monitors compliance with the rules governing the professional income tax regime using a risk-based approach. The agency said self-employed people who meet their obligations in accordance with the rules would not face any restrictions because of the model.
