The project for Kazakhstan’s first nuclear power plant has entered the implementation phase with the signing of a contract with Russia covering design, equipment supply and construction.
The agreement was signed between Kazakhstan Nuclear Power Plants Limited Company and Atomstroyexport, a subsidiary of Russia’s state nuclear energy company Rosatom, during the 11th Eastern Economic Forum in Vladivostok.
Procedures to continue after agreement
Kazakhstan Atomic Energy Agency Chairman Almasadam Satkaliyev and Rosatom Director General Alexey Likhachev attended the signing ceremony.
The Kazakhstan Atomic Energy Agency said the contract had moved the nuclear power plant project into a new and practical implementation phase. The parties plan to continue the procedures outlined under the intergovernmental agreement dated May 28, 2026, including obtaining the necessary approval from the Kazakh government.
Local companies and experts to join the project
The agency said demand for reliable and stable electricity would increase as Kazakhstan’s economy, industry, infrastructure, digitalization and artificial intelligence sectors grow. It added that nuclear energy could provide stable baseload electricity generation in the long term.
The project is expected to create new opportunities for developing Kazakhstan’s industry, using advanced technologies and training highly qualified personnel.
Special importance is expected to be placed on localization under the project. In this context, companies and experts in Kazakhstan are planned to be included in the process, with local goods, labor and services to be used.
The agency said construction of the nuclear power plant was linked to Kazakhstan’s goals of strengthening its energy security and independence, developing its industrial and technological capacity, creating a qualified workforce and consolidating its technological sovereignty.
