Equivalence in Türkiye

1. Check your school's YÖK recognitionObtain the School Recognition Certificate for your university in Russia through e-Government; if the school is not on the list, apply to YÖK by petition.
2. Collect the documentsPrepare your diploma, transcript, identity document, passport and entry and exit documents, together with any other required documents.
3. Have the documents translated into TurkishHave translations of Russian documents certified by a Turkish notary or Turkish foreign mission.

4. Submit a preliminary application through e-GovernmentEnter your information on the Foreign Diploma Equivalence Preliminary Application screen, upload the documents, and print and sign the form.
5. Pay the application feePay the 2026 equivalence application fee and attach the receipt to your documents.
6. Attend the appointmentOn the appointment day, go to YÖK in person or with your officially authorized attorney.
7. Complete missing documentsComplete the reported deficiencies within 30 days; if necessary, request additional time with a reasoned petition.
8. Track your application through e-GovernmentTrack the preliminary review, commission, SYBS and equivalence certificate printing stages of the file through e-Government.

9. Determine the application routeDetermine whether the diploma is recognized under an agreement, the Russian Government list, or an expert examination by Рособрнадзор.
10. Prepare the documents with apostillesPrepare the documents required for recognition with apostilles and have them translated into Russian.
11. Apply to РособрнадзорSubmit the application in writing or electronically, including through Gosuslugi; for an electronic application, send the originals.
